importing contacts Empty importing contacts

I just upgraded from 3.7 to 4.1.9.1, I tried to import contacts (I have a csv file) and in the old 3.xx version or in this new version, I have the same message that the importer is not responding. Even before I can point to the file....

I click contacts, -> next, I choose Office outlook ( as there is no CSV option) and when I click next, the message arrives....
